The briefing took place on Monday, April 7, at 9:00 a.m. ET in Rayburn House Office Building Room 2075.<\/p>\n<p>A recording of the briefing is available on <a href=\"https:\/\/www.c-span.org\/program\/american-history-tv\/history-of-civil-service\/658223\" target=\"_blank\" rel=\"noopener\">C-SPAN&#8217;s website<\/a>. Access the handout developed for the briefing in the <a href=\"https:\/\/www.historians.org\/resource\/history-of-the-federal-civil-service\/\" target=\"_blank\" rel=\"noopener\">AHA&#8217;s Resource Library<\/a>. And C-SPAN Classroom has developed a\u00a0<a href=\"https:\/\/www.c-span.org\/program\/american-history-tv\/history-of-civil-service\/658223\" target=\"_blank\" rel=\"noopener\">lesson plan<\/a>\u00a0around the briefing.<\/p>\n<p>Panelists <a href=\"https:\/\/gufaculty360.georgetown.edu\/s\/contact\/00336000014RcUHAA0\/joseph-mccartin\">Joseph A. McCartin<\/a> (Georgetown Univ.), <a href=\"https:\/\/www.roosevelt.edu\/profile\/mrung\">Margaret Rung<\/a> (Roosevelt Univ.), and <a href=\"https:\/\/history.richmond.edu\/faculty\/eyellin\/\">Eric S. Yellin<\/a> (Univ. of Richmond) discussed how the federal government\u2019s bureaucracy has evolved over time. Topics included who has been eligible for federal employment, processes of federal hiring and how they have changed over time, and the role of unions.<\/p>\n<p>The AHA\u2019s Congressional Briefings series seeks to provide Congressional staff members, journalists, and other members of the policy community with the historical context essential to understanding contemporary issues. The sessions are strictly nonpartisan and avoid advancing particular policy prescriptions or legislative agendas.
